The Ministry of Finance, Planning and Economic Development through FINMAP wishes to recruit an Individual Consultant to provide the Services of Technical Advisor/Office of the Auditor General (OAG). The Advisor will provide the technical coordination of reforms that will have a bearing to the OAG Corporate Plan Implementation and in particular, the attainment of independence.
Qualifications and Experience:
An Advanced degree (MSc/MBA Accounting option /Public Finance) with additional professional certification in Accounting.
A minimum of ten years of professional experience is desired .Preference will be given to qualified professional Accountants with extensive public sector financial management experience preferably at senior management level/consultancy level.
Computer literacy and knowledge of current developments in the Public Sector is mandatory.

THE AUDIT BILL
The Audit Bill which aims at giving more financial , administrative and operational independence to the Office of the Auditor General which is the Supreme Audit Institution (SAI) of Uganda , is in the process of being drafted . A joint team of officers and consultants from OAG headed by Mr Francis Masuba , the Ag. Director of Audit, Statutory Corporations, the Ministry of Finance , Planning and Economic Development (MOFPED) and the Ministry of Justice is working on this project . It is expected that the draft Audit Bill will be ready by June-July 2007.

PEER REVIEW OF OAG'S RISK-BASED AUDIT METHODOLOGY BY NAO, UK
OAG has introduced the well known audit management software TeamMate developed by PricewaterhouseCoopers. Development of a structured audit methodology is an essential prerequisite for using electronic work papers software. Accordingly, the existing audit methodology has been upgraded to a risk-based audit methodology in order to make it compliant with the International Standards on Auditing under the guidance of OAG technical advisor Mr. Ashok Ghosh. Detailed audit procedures and audit programmes were also developed which incorporate use of CAATs and statistical sampling. These have been put together in a TeamMate library. The risk-based audit methodology and the accompanying audit programmes and ICQs were discussed thoroughly in three retreat workshops attended by 35 OAG senior and middle management level officers and TeamMate champions
Recently the new methodology and associated products were reviewed and vetted through an independent peer review conducted by the National Audit Office (NAO), UK under a programme funded by DFID

IMPLEMENTATION OF THE OAG IT PROJECT
During the past two years the Office of the Auditor General of Uganda (OAG) has successfully implemented an integrated action plan to enhance its internal capacities in conducting audits in IT environments and creating its own ICT infrastructure. The OAG IT Strategic plan was approved and adopted by OAG top management in November 2004. Subsequently, a project to support the implementation of OAG IT Strategic plan commenced in January 2005. For this project substantial financial assistance was received from the Ministry of Finance, Planning and Economic Development (MOFPED), the Republic of Ireland, the Kingdom of Denmark and the African Development Bank. The major objectives of the project were to build capacity in auditing in IT environments, build a wide-area computer network connecting the OAG headquarters located in Kampala with the up-country branch offices, acquire and implement the TeamMate audit management software and procurement of additional licenses of CAATs software IDEA and ACL.
The implementation of the OAG IT projects was being overseen by the Project Task Manager Mr. Stephen Kateregga, Asst Director of Audit assisted by the technical Advisor Mr. Ashok Ghosh. Under the project an IT manager Mr. Fabian Tonda was recruited. The OAG IT project steering committee chaired by the Auditor General and with representatives of the donor agencies as its members met regularly to review the progress of the implementation of the various components of the project.
As the stipulated time period for the OAG IT project is nearing completion, we are happy to inform that to a very large extent all the major components of the project have been successfully implemented.
